Fujitsu has launched Policy Twin, a new digital twin technology designed to improve the efficacy of local government policies. The technology will support municipal preventive healthcare services, officially available starting December 6, 2024, through the Fujitsu Research Portal.

Policy Twin is created to simulate the social impact of local government initiatives, potentially allowing for better management of resources and policy outcomes. Field trials in preventive healthcare revealed that the technology could identify policy candidates that results in doubling both health outcome improvements and medical cost savings from the previous year, while still adhering to resource constraints. This technology fosters best practices among municipalities and promotes standardization of effective policies.

Fujitsu intends to harness Policy Twin for broader applications in the healthcare and medical sector by fiscal year 2025. Additionally, the technology integrates with Fujitsu's Uvance Wayfinders consulting services to tackle various societal challenges, including workforce shortages and disaster resilience.

According to Fujitsu, Policy Twin employs a structured approach to policy development, which includes converting written policies into flowcharts, generating new policy candidates using empirical economic models, and simulating potential healthcare services to forecast indicators including health metrics, medical costs, and resource utilization. The accuracy of these simulations has been verified against national health insurance data, achieving a margin of error of just 5% in key health guidance metrics.

By utilizing Policy Twin, Fujitsu aims to drive significant advancements in community health outcomes while fostering consensus among diverse stakeholders regarding proposed policies—contributing to a more collaborative environment for effective governance.
