Level 3 Promotes Dugan to CTO and Tinic to CIO

Level 3 Communications promoted Andrew Dugan to CTO to replace Jack Waters who left the company in July to be CTO of the Zayo Group. In addition, the company promoted Atilla Tinic to CIO to replace Harold Teets who retired earlier this year.

Both Dugan and Tinic have been with Level 3 for a number of years. Dugan joined the company in 1998 and has served as the interim lead for the company’s global technology and IT organization since June. Tinic joined Level 3 after it acquired TW Telecom and served as senior vice president of IT.

As Level 3’s CTO, Dugan will focus on global network technology, architecture, engineering, network systems, and security. Before joining Level 3, Dugan worked as an engineer for MCI Worldcom and AT&T Bell Laboratories.

Tinic’s responsibilities will include global IT, in collaboration with market and network technology. He has experience in IT architecture, system engineering, and data management. Prior to Level 3, he served in leadership roles with TW Telecom, American Management Systems, Saville Systems, Bell Canada, and Bell Sygma.

Level 3 is making more inroads with software-defined networking (SDN). In addition to using its TW Telecom acquisition to help build an SDN controller, the company is also piloting SD-WAN services.
