The City of London tapped managed service provider Roc Technologies to overhaul its networking infrastructure, marking what the company calls the first full enterprise secure access service edge (SASE) deployment for the public sector in the United Kingdom.

At the heart of the agreement is a multivendor technology stack featuring Hewlett Packard Enterprise’s (HPE) AI-Ops platform, Juniper Networks’ Mist AI, and Palo Alto Networks’ Prisma SASE. Roc says the combination will create a “future-proof” architecture capable of supporting millions of daily users across city operations.

SASE is a cloud-based framework that combines networking and security functions – such as SD-WAN, firewall, and zero-trust network access (ZTNA) – into a single service. It’s designed to give users secure, reliable access to applications and data from any location without relying on traditional, hardware-heavy network perimeters.

Under the agreement, Roc will upgrade the City of London’s network with a mix of cloud-based services, automated wireless management, and internet connections designed to keep public systems online around the clock.

Each technology vendor plays a specific role in the buildout.

HPE’s AI-Ops will provide real-time monitoring and predictive analytics to detect and fix performance issues. Juniper Mist, known for its cloud-native management and machine-learning capabilities, will simplify Wi-Fi and edge operations. Meanwhile, Palo Alto Networks’ Prisma SASE integrates secure web gateways, firewalls, and ZTNA into a single cloud-delivered platform.

Connectivity across the city will be delivered via Vorboss, whose fiber network is fully owned and managed in central London.

By consolidating 11 separate networking and security suppliers into a single managed service, the city of London expects to save roughly $26,000 per month. Those savings will come largely from eliminating energy-hungry on-premises hardware and simplifying maintenance and support operations. The cloud-based service model means that services can be scaled up and down as needed.

Security and compliance are also central to the deployment. Roc’s “police-vetted” engineers will manage the environment from secure network and security operations centers, applying ZTNA, data-loss prevention (DLP), and alignment with U.K. policing and data-sovereignty standards. All data will remain within U.K.-based data centers for privacy and regulatory compliance.
